Hogyan irányítsuk a bennünket irányító mesterséges intelligenciát?
- Miről félünk: a munkánkat veszi el a mesterséges intelligencia – vagy a jövedelmünket?

Bemutatjuk a Civil Rádió podcast-sorozatát:
Kerekasztal a szabad-közösségi rádiózás hazai történetéről
A Civil Rádió stúdiójában ezúttal három fős kerekasztal keretében beszélgettek Cserháti Ákos, Hargitai Henrik és Péterfi Ferenc a magyarországi független rádiók- és párhuzamosan a korszak civil közösségeinek a történetéről.
A műsor fő célja az erről készült, 10 podcastból álló sorozatuk, valamint programhoz kapcsolódó, a 35 éves rádiótörténetet szintén követő 40 perces dokumentumfilm bemutatása.
A beszélgetésben szó esik a hazai médiarendszer alakulásáról a 90-es éveket követően, az ezekben az években kialakuló, nagyon sokszínű közösségi rádiós mozgalomról. A beszélgetők egyrészt kiemelték a rendszerváltás egyik fontos jelenségét, a lokalitás és a helyi nyilvánosság jelentőségének felfedezését. Ennek kapcsán a helyi identitást megerősítő és helyi emberek által működtetett helyi rádióállomások fontosságát és gyors fejlődését.
Majd az ezt követő 2010-es évek második felében megszületett új médiarendszert és az azt jelentősen korlátozó – átalakító intézményi struktúrát, amelynek következtében a 60-80 kisközösségi rádiós rendszer pár év alatt megszűnt.
A nemzetközileg is nagyra tartott magyar közösségi rádiós rendszer megtört, a politika számtalan döntéssel és lépéssel ennek a leépítésnek és a piaci szempontok előretörésének az egyik fő okozója volt.
Mit villantott fel ez a hungarikumnak számító rádiósrendszer a civil társadalom közösségeinek történetéből, hogyan reagált ez a sajátos rádiós forma például a vészhelyzetek kezelésében a vörösiszap katasztrófa időszakában? Ezekről, a rádiósok érdekvédelmi szerveződéséről hallhatunk még, s egy gazdag, polgárias médiastruktúra lehetőségének kibontakozását, majd részben annak leépülését követi a podcast sorozat.

Legyőzték-e a független rádiókat?
A magyarországi közösségi rádiózás története 10. – Hol tartunk a közösségi rádiók mai működésében? A szabad rádiózás jelene, esélyei
A szabad -, közösségi rádiózás sajátosságainak mostani lehetőségeiről, annak a mai technológiai körülményeiről szól ez a műsorunk, a társadalmi szokásainkban annak a lehetséges esélyeit taglaljuk a podcast sorozatot lezáró kerekasztal-beszélgetésünkben.
Vendégeink, megszólalóink Polyák Gábor egyetemi tanár, médiakutató, Zsolt Péter médiaszociológus, Cserháti Ákos a Civil Rádió ügyvezetője és a házigazda Péterfi Ferenc közösségfejlesztő. Ehhez helyenként bejátsszuk a sorozatunkban korábban idézett közösségi rádiósok megszólalásait is.
A beszélgetésben egymásnak feszülnek a szabad rádiózás kialakult erősségei, sajátosságai, mint a részvételiség, a helybeliség megjelenítése, a független-szabad magatartás és megszólalási stílus, a megszokottól eltérő hangnem és tematika. Tehát, hogy itt mások a témák, a megszólalók, a műsorkészítők általi megformáltság – és persze a társadalmi szükségletek felismerései is.
Ezzel szinte ellentétben az új technológiai lehetőségek, amelyek időnként megkérdőjelezik a rádiózás hagyományos kereteit általában is, de az internetes világban kialakuló új médiumok sokak szerint megkérdőjelezik a lokalitás jelentőségét, s más modort, hangnemet és hallgatási szokásokat is hoznak.
Lehet-e együttélés, vagy az új lesöpri a pályáról általában a tömegrádiót, de a szűkebb elérésre szerveződött, helyi közösségekhez igazodó szabad rádiókat is?
A válaszokat a használók, a hallgató és persze a nagy elérésekkel mért hatás valós vagy vélt érvei adják majd.

A magyarországi közösségi rádiózás története 8. – A vészhelyzeti rádió
A közösségi és a hagyományos (kereskedelmi és a közszolgálati) rádiók között számos jól látható különbség van. Nemcsak a célok és a preferált témák, a műsorkészítők köre, a műfajok kezelése tekintetében, hanem a szerepfelfogás, az alapvető attitűd szempontjából is.
Ezek a különbségek legpregnánsabban kiélezett helyzetekben érzékelhetők.
A magyar ipar történetének egyik legsúlyosabb balesete történt, amikor 2010. október 4-én átszakadt a vörösiszap-tároló gátja. A kiömlő, több mint egymillió köbméternyi zagy elöntötte Kolontár, Devecser és Somlóvásárhely települések mélyebben fekvő részeit.
Természetesen az összes médium a katasztrófa első pillanatától óriási figyelmet szentelt a történéseknek, s ezzel jelentősen hozzájárult a társadalmi szolidaritás villámgyors megteremtéséhez is. A hagyományos médiumok azonban többnyire a szenzációt látták ebben a jelenségben, „csak“ a helyszínről kifelé tudósítottak.
Ebben a műsorban azt mutatjuk be, hogy egy ilyen súlyos helyzetre hogyan reagálnak a közösségi rádiók, hogyan fognak össze egymással, a helyiekkel, és járultak hozzá a belső tájékoztatás szervezéséhez hogyan működnek együtt a mentesítésben tevékenykedő hatóságokkal, szervezetekkel.

A magyarországi közösségi rádiózás története 7. – Az összefogások…
Az 1990-es évek első felében, a szabad rádiózás hazai elindulása előtt kezdődött a mozgalom iránt érdeklődők útkeresése egymás felé, s az összefogás, amely a lehetőségek kereséséről, gyakorlati tapasztalatok kicseréléséről, érdekek összekapcsolásáról szólt, és a legalizálás, a szabályozás lehetőségeit hangolta össze, mozdította előre.
Az alkalmi találkozások lassan egy egyesület alakítását eredményezték (ez lett a betűszavakból kialakult SZARÁMASZER), s az egyéni útkeresések mellett a közös forráslehetőségek megteremtését is jelentették. Megalakult a szervezet irodája is.
Tapasztalatcserék, egy közös pénzalap megteremtése, belső támogatások a rádiók elindulásának finanszírozásához, képzések szervezése, szakmai kiadványok készítése – ezek jellemezték az első éveket.
Az elindult, majd terebélyesedett kisközösségi rádiók mozgalma adott további lendületet a szövetség munkájához. De közös fellépések: fesztiválokon szereplés, a Művészetek Völgyének eseményeihez kapcsolódva pedig már több kisrádió egy közös csapatot alakítva, ideiglenes frekvencián sugárzott körzeti adást Taliándörögdről.
Ebben az időszakban már nemzetközileg is jelentős elfogadottság és figyelem irányult a hazai szabad-közösségi rádiózás felé. Ennek lett kiemelkedő jelentősége a 2010-ben, a Vörösiszap katasztrófa idején, annak az első napjaiban, Devecserben elindított vészhelyzeti rádió. Ez utóbbit csak rövidebben jelezzük ebben a podcastban, mert egy önálló részben idézzük fel részletesebben a vészhelyzeti rádió működését, jelentőségét.

A magyarországi közösségi rádiózás története 6. – A társadalmi hatás
A magyarországi szabad rádiók történetét bemutató sorozatunk ezen epizódjában azt keressük, milyen társadalmi hatása volt és van a közösségi rádiók működésének, hogyan találtak sajátos szerepeket egy-egy szubkultúra megjelenítésében, a helyi társadalom s az ott élők részvételre történő bátorításában és a társadalmi kontroll megerősítésében. Mindeközben gyakran egy új hangnemet, egy másféle rádiós stílust alakítottak ki. Hogyan keresték annak a módját, hogy ne csak róluk szóljanak a tudósítások, de ők vegyék kezükbe a mikrofonokat?

A magyarországi közösségi rádiózás története 5. – A kisközösségi rádiók
A rendszerváltást követően, az 1990-es években zajlott a hazai médiarendszer erőteljesebb átalakulása, ezen belül a rádiózásban fokozatosan alakult ki az úgynevezett háromosztatú média szerkezet: a korábbról „érkezett” közszolgálati rádiók, a kereskedelmi adók, majd a közösségi – szabad rádiók rendszere. Utóbbiakat nevezték nem nyereségérdekelt, vagy nonprofit adóknak is.
A megalakult Országos Rádió és Televíziós Testület, és a harmadik típusú rádiók között különféle kezdeményezéseket elfogadva, a 2000-es évektől lehetőséget kínált úgynevezett kisközösségi rádiók létrehozására is. Ezek erősen korlátozott (1-2 km-es) vételkörzettel működhettek. Többnyire egy-egy falu, vagy szűkebb városrész elérésére alkalmas frekvenciák megpályázására tervezték ezeket az adókat, amelyek így erősen a lokalitáshoz, a szűkebb helybeliséghez szóló kisrádiók alapítását segítették.
Ezek különösen felerősítettek néhány sajátosságot. Ilyen a helyiek bevonásának intenzívebb lehetősége, helyi identitás felerősítése, kisebb csoportok bekapcsolódása, sajátos arculat megteremtése, de a helyi közélet kitágítása is.
Ennek a kezdeményezésnek 50-60 kisközösségi rádió elindulása lett az eredménye, amelyek jórészt önkéntességen alapultak, de az ORTT bizonyos működési feltételekhez (technikai eszközök, működési költségek stb.) finanszírozásár is létrehozott egy támogatási alapot.

Az első „szabályos” elindulások: szabad – közösségi rádiók Budapesten

A magyarországi közösségi rádiózás története 1. – A kezdetek
„A szabad, közösségi rádiózás 35 éves története Magyarországon” podcast-sorozatunk első részében Marschall Miklóssal és Nizák Péterrel – kutatókkal, szociológusokkal – beszélgettünk az 1990-es évek társadalmi hátteréről, amelyben a szabad rádiózás lehetősége felmerült. Amikor a magyarországi társadalmi változások fontos jellemzője volt a nyitás, így nagy számban jöttek létre öntevékeny szervezetek – elsősorban az egyesületek és alapítványok.
A nyilvánosságban országos, de főként helyi szinteken egyre gazdagabb kezdeményezések indultak, de a lokalitás erősödését szolgálták az új önkormányzati törvény alapján létrejövő helyi önkormányzatok is, lehetőség teremtődött a nyílt párbeszéd, a diskurzusok szélesedésére. Helyi – gyakran az ott élő polgárok által szerkesztett – újságok indultak, sok településen a kábelhálózatok a helyi TV adások közvetítésére kínáltak teret.
A szakértői beszélgetést követően, közösségfejlesztők mondják el saját gyakorlati tapasztalataikat. Ez a háttér vetette fel a 90-es évek elején a helyi lapok és Tv műsorok mellett a szabad rádiózás lehetőségének a keresését.

Amikor a számítógépünket használjuk: kinek hány számítógépét használjuk?

Mi mindentől függ, hogy hozzáférünk-e akár a saját adatainkhoz?
Amikor az eszközeink segítségével kommunikálunk – ki mindenkivel kommunikálunk valójában?
